What do you call a tax “rebate” given to people who don’t pay taxes?

Red State
Once again prudent Americans are raped and left out in the cold by politicians eager for votes. This economic stimulus plan smacks of bread and circuses.
Pelosi told a Capitol Hill news conference that first and foremost, the stimulus package will put money in the hands of hardworking Americans.
Full rebates would be sent to single taxpayers who earned up to $75,000 and couples with incomes of as much as $150,000. The value of the payments would decline after that and phase out entirely at incomes of roughly $87,000 for individuals and $174,000 for joint filers.
I guess the lesson Pelosi is trying to send is that anyone that makes over $87,000 is not a hard working American, but those people who do not work and live off the tit of politicians are what makes America Great.
