Fox News says Mexicans driving south now?

Well, this really is not about immigration - but about one of my pet peeves.
In a report on Fox News I just heard a reporter claim that illegal crossings in vehicles in a certain stretch had “decreased 500 percent!”
Now the only way I can see that happening is if four times as many people who had previously crossed turned back and did it backwards - crossing into Mexico.
Because a 100 percent decrease would mean none - nobody was doing it. So to decrease it even more four times that many people would have to uncross the boarder.
Maybe they meant that the previous reductions in that area had increased by 5 times? So if maybe 100 people a month were once crossing - they reduced that by 10 somehow and now a new program has reduced that to 40 per month?
They should just understand that a 500 percent decrease in something is simply impossible.
